Essential Duties & Responsibilities:
• Provide technical leadership, in the development, operation and ongoing improvement of complex, transformational digital services serving our client’s constituents.
• Collaborate with the Business SMEs, Product owners, and leadership to understand / influence business requirements, capabilities, and feature definitions
• Engage, lead business discussions, and facilitate / generate standard business requirements, process documents, data flows
• Create architectural analysis and documents that can guide the development and other teams can learn from
• Act as the technical authority in prospective, information gathering and scene setting meetings with other departments, evaluate technical proposals from external suppliers, and make implementation recommendations to senior stakeholders.
• Lead the rapid development of user-driven prototypes to identify technical options and inform architectural approaches, working with colleagues and vendor team members to write tests, code, and documentation for new and existing systems.
• Present and justify solution architecture design to product and technology leaders, business leaders
• Identify and present gaps between the standard and proposed solutions and use the exception / waiver process as needed as part of the Architecture Governance Board.
• Work with external vendors to ensure that their system architectures are robust, scalable, open, and secure, with appropriate overall system design and integration points/APIs, to deliver a high-quality user experience.
• Advise on, manage, and implement agile delivery projects, providing guidance, mentoring, and training in agile technical delivery and evolutionary software architecture to client departments, partners and external agencies.
• Research and prepare senior level technical reports for executive management and manage special technology projects and initiatives as assigned
• Perform and evaluate cost analyses and vendor comparisons for large scale projects and recommend moderately complex systems investments to management and customers based on results of independent
• Work with Enterprise / Solution Architect(s) to enhance, develop and foster Architecture Governance Board and EA team activities
• Create reference architectures and contribute to the technology strategy.
Experience :
• Minimum 7 years of progressively responsible work experience including at least 5 years in healthcare payer, provider, vendor, or Pharmaceuticals.
• Experience with Claims, FACETS and EDI.
• Experience implementing IT solutions for business use.
• Experience building or operating a data pipeline (ETL and Streaming)
• Experience working with healthcare data and regulations
• Experience in facilitating discussions and get consensus with enterprise architects, lead architects and solution architects.
• Experience in assisting in the defining of architecture strategy and building solution architectures
• Experience in defining integration patterns, standards, and best practices
• Experience in various cloud technologies like AWS, GCP, Azure. Preferred to have Azure experience.
Knowledge, Skills & Abilities:
• Expert with distributed computing architectures, including race conditions, parallelism, and concurrency control
• Excellent collaboration, influencing, evangelization, negotiation, coaching, mentoring, and coalition-building skills.
• Excellent verbal and written communications
• Ability to manage multiple competing priorities with minimal supervision. Self-directed
• A great team player, with demonstrable experience delivering superior software products via agile methodologies

• Solid understanding of the cloud providers options
• Knowledge and experience in contemporary approaches to integration (schema on-read, schema evolution, metadata driven integration)
• Knowledge in open-source technologies and the Hadoop ecosystem – EMR, Spark, Python, Hive, HDFS, Kafka, etc.
• Familiarity with API, microservice, and integration concepts and technologies, such as REST, SOAP, JSON, XML, message queues, and integration patterns/frameworks
• Strong communication and people skills with proven experience in leading the teams, mentoring team members.
• Excellent one-on-one communication and presentation skills, specifically able to convey technical information in a clear and unambiguous manner. Ability to influence and communicate across key stakeholders.
• Familiarity with current trends on technologies.
• Knowledge and experience in developing software using Agile/Scrum methodology
