JOB SUMMARY: Portfolio & Resource Planning Manager

We are seeking a dynamic Portfolio & Resource Planning Manager to join our Digital Technology Operations team. This role is crucial for managing our technology talent and resources effectively to ensure the successful delivery of digital capabilities. The ideal candidate will bring operational expertise, a process-oriented approach, analytical skills, and a focused execution mindset to facilitate optimal resource planning and portfolio management in alignment with our digital roadmap and priorities.

RESPONSIBILITIES AND DUTIES:

  • Develop and implement resource and capacity management processes and tools for efficient portfolio planning and execution.
  • Conduct long-term resource needs analysis in collaboration with cross-functional teams for annual business planning.
  • Periodically assess resource allocations to identify risks and propose solutions for resource constraints as a Portfolio & Resource Planning Manager.
  • Support Engineering leadership in technical staff planning, budgeting, financial management, and defining delivery metrics.
  • Facilitate personnel and capacity planning with Engineering, Product Management, HR, and Finance to support roadmap delivery.
  • Manage the engineering budget in close collaboration with Finance, overseeing costs related to capacity, tools, education, and other budget areas.
  • Work with the Product Management Office and other stakeholders to define, align, and measure key performance metrics supporting OKRs.
  • Provide data-driven insights to leaders and delivery teams to enable value delivery and positive change.

QUALIFICATIONS: Portfolio & Resource Planning Manager

  • Bachelor’s Degree in Computer Science, Information Systems, or a related field.
  • 7+ years of experience in Portfolio Management, Program Management, Project Management, or a related field.
  • Demonstrated experience in developing resource management for large global resource pools supporting complex portfolios.
  • Proficiency in enterprise Project Management and Business Intelligence (BI) tools (e.g., Clarity, Qlik Sense).
  • Previous experience in Agile product development environments.
  • Broad understanding of digital, IT, and computer science concepts.
  • Experience in the healthcare industry.

  • Experience working with Digital or IT/technical teams and understanding their priorities and goals as a Portfolio & Resource Planning Manager.
  • Demonstrated relationship management skills with the ability to build credible relationships at various organizational levels.
  • Excellent verbal and written communication skills for both technical and non-techncial audiences.
  • Strong critical thinking, decision-making, and problem-solving skills.
  • Extensive experience in process administration, business operations, or project management in a large enterprise.
