A leading healthcare organization is seeking an experienced program manager to lead the strategy, governance, and enterprise delivery of digital care journey initiatives. This role focuses on unifying care journey efforts across clinical, operational, and digital teams and integrating them into a modern member portal and application experience.

The program manager will establish a cohesive vision, operating model, and governance structure for digital care journeys across the organization. This role is well suited for a senior healthcare program leader with deep experience operating in complex, matrixed payer environments and driving large-scale, cross-functional transformation.

The position works closely with clinical leaders, care management, digital and product teams, operations, data and analytics, technology partners, and executive stakeholders to align priorities, define structure, and deliver high-quality, scalable digital care experiences.


Responsibilities

  • Define and lead the enterprise strategy for digital care journeys, including vision, operating model, governance, and execution approach.
  • Establish and manage governance frameworks that align cross-functional teams on priorities, standards, workflows, and decision-making.
  • Lead enterprise-wide planning and prioritization of care journeys across lines of business and clinical domains.
  • Consolidate fragmented care journey initiatives into a unified program roadmap.
  • Drive content strategy and clinical review processes to ensure accuracy, consistency, and regulatory compliance.
  • Partner with data and analytics teams to define journey inputs and outputs, including triggers, segmentation, engagement metrics, and outcome measures.
  • Ensure alignment between digital care journeys and core payer functions such as care management, utilization management, provider engagement, and member services.
  • Collaborate with digital, product, and technology teams to enable scalable, digital-first delivery of care journeys within vendor platforms.
  • Lead program execution, including milestone tracking, dependency management, risk mitigation, and executive reporting.
  • Facilitate collaboration across clinical, operational, and digital stakeholders while balancing member experience, clinical priorities, and operational constraints.
  • Drive adoption and change management efforts to support integration into existing workflows and teams.

Required experience and skills

  • Ten or more years of experience in healthcare program management, operations, or digital transformation within payer organizations.
  • Proven success building and scaling enterprise programs across multiple teams and business units.
  • Deep understanding of healthcare payer workflows, including care management, population health, utilization management, and member engagement.
  • Strong experience partnering with clinical stakeholders and incorporating clinical requirements into program design and execution.
  • Demonstrated ability to lead in highly matrixed environments and align stakeholders with competing priorities.
  • Experience defining and implementing governance models, prioritization frameworks, and operating structures.
  • Familiarity with digital health platforms, care journey orchestration, and member engagement technologies.
  • Strong data-driven program leadership skills, including defining key performance indicators, leveraging analytics, and optimizing outcomes.
  • Excellent communication and interpersonal skills with the ability to influence executive leaders, clinicians, and operational teams.
  • Comfort navigating ambiguity and building structure in fast-paced, evolving environments.
