Job description
A leading organization is seeking a Technical Project Manager / Scrum Master to manage application development and large-scale platform modernization initiatives. This position combines hands-on project management with Scrum Master responsibilities and requires experience coordinating both technical and business stakeholders.
The Technical Project Manager / Scrum Master will manage delivery planning, Agile and hybrid execution, budgets, risks, issues, and executive-level reporting. Healthcare, insurance, and claims experience is preferred.
Responsibilities
- Serve in dual Project Manager and Scrum Master capacities for application development initiatives.
- Manage large platform modernization and transformation projects and programs.
- Develop detailed project plans, delivery roadmaps, and executive presentations.
- Lead delivery across Agile, Waterfall, Kanban, and hybrid methodologies.
- Facilitate technical and business discussions throughout the project lifecycle.
- Track project progress, dependencies, risks, issues, and delivery milestones.
- Provide clear project status, risk, and issue reporting to senior leadership.
- Manage project budgets, including resource hours and costs, statements of work, infrastructure expenses, and cloud expenses.
- Coordinate stakeholders and delivery teams to maintain alignment on project objectives and execution.
Required experience and skills
- Experience working as a Project Manager and Scrum Master supporting application development delivery.
- Experience managing large-scale platform modernization or transformation initiatives.
- Strong knowledge of Agile and hybrid project delivery approaches, including Waterfall, Agile, and Kanban.
- Experience with Jira, IBM Rational Team Concert (RTC), and IBM Rational Requirements Composer (RRC).
- Experience using Clarity for budget management.
- Experience with SharePoint, QuickBase, and Microsoft Office tools.
- Strong project financial management experience covering resource costs and hours, statements of work, infrastructure, and cloud costs.
- Ability to create detailed project plans, roadmaps, and executive-level presentations using PowerPoint.
- Experience communicating project status, risks, and issues to senior leadership.
- Ability to facilitate discussions involving both technical and business stakeholders.
- Healthcare, insurance, and claims experience is preferred.
